velia launches multilateral governance committee to strengthen integrity of SAF book-and-claim
velia, the blockchain‑powered book‑and‑claim platform accelerating the scale‑up of sustainable aviation fuel (SAF), has announced the creation of the Avelia Multilateral Governance Committee (AMGC).

Avelia was launched in 2022 by Shell Aviation with American Express Global Business Travel (Amex GBT), Accenture and Energy Web Foundation.

The new committee marks a major step in Avelia’s evolution, introducing independent, multi‑party oversight of the platform’s operating procedures.

With the AMGC in place, Avelia now meets all requirements of the 11 Principles and Best Practices for Book and Claim Systems in Heavy Transport, published in June 2024 – a key benchmark for transparency, credibility and industry alignment.

The AMGC will oversee the Avelia Rulebook, guide future updates, review audit outcomes and ensure the platform reflects recognised industry standards. Representing both current and future users, the committee strengthens the independence and integrity of the system.

Raman Ojha, President of Shell Aviation, said: “A key principle for successful book and claim systems is multi‑party governance. By establishing the AMGC, we strengthen the independence and transparency of Avelia’s operating model, ensuring the platform reflects the needs of the wider aviation value chain.”

The inaugural members include Shell, SABA (via the Center for Green Market Activation), Airlines for America, the GBTA Foundation and Amex GBT, with further expansion expected as Avelia grows.
