Allied Biofuels signs deal with Uzbekistan for biofuels refinery

Allied Biofuels has signed a Project Implementation Agreement (PIA) with the Government of Uzbekistan’s Khorezm Region, marking a major milestone in the development of Central Asia’s first large‑scale integrated biofuels refinery. Backed by a Presidential Decree recognising the project’s national significance, the agreement grants Special Economic Zone status, including tax exemptions and customs incentives, ensuring long‑term regulatory stability for the initiative.
The project will establish one of the world’s most ambitious clean‑energy production facilities, designed to manufacture sustainable aviation fuel (SAF), electro‑synthetic SAF (e‑SAF), and Green Diesel at industrial scale.
Once operational, the refinery is expected to produce 160,400 tonnes of SAF, 257,000 tonnes of e‑SAF, and 5,040 tonnes of renewable diesel annually.
The facility will be powered by a 4.45 GW renewable energy system, incorporating a 1,600 MWh battery energy storage system and 2,400 MW of electrolysers for green hydrogen production, with Plug Power selected as the electrolyser technology provider. This integrated architecture positions the project among the most advanced zero‑carbon fuel production systems globally.
The PIA represents a decisive step in strengthening Uzbekistan’s clean‑energy ambitions, supporting job creation, technology transfer, and the development of a high‑value industrial base in the Khorezm region.
