TEHA Group and Eni have presented a joint strategic study, Sustainable biofuels as a strategic lever for industrial competitiveness, energy security and decarbonisation, at the Cernobbio Forum.
The report argues that biofuels from renewable feedstocks — particularly HVO and SAF — offer an immediately available solution to cut transport emissions while strengthening Europe’s energy security and industrial base.
It warns that replacing one dependency with another in the energy transition could leave Europe exposed to new geopolitical risks, and calls for a more pragmatic, industrially focused policy framework.
Eni highlights its experience converting traditional refineries into biorefineries and deploying HVO across European road transport, demonstrating how innovation and existing skills can drive sustainable transformation.
The study positions biofuels as complementary to electrification, enabling rapid decarbonisation of existing vehicle fleets using current infrastructure, and supporting European competitiveness in advanced fuels technologies.
