TRA sets out proposed duties on US HVO biodiesel after finding material injury
The Trade Remedies Authority (TRA) has released its Statement of Essential Facts on imports of hydrotreated vegetable oil (HVO) biodiesel from the United States, following an investigation launched on 17 March 2025.
The probe examined imports of HVO biodiesel — also known as renewable or green diesel — and found evidence that subsidised shipments are causing material injury to UK producers.
The TRA’s initial findings outline an intended final recommendation for a fixed duty, with proposed countervailing rates ranging from £257.80 to £303.56 per tonne.
Interested parties can submit comments on the findings through the Trade Remedies Service until 19 December 2025.
In a separate development, the TRA has closed its parallel investigation into alleged dumping of US HVO biodiesel, citing insufficient evidence to justify further action.
