Heron Lake BioEnergy faces fine
Minnesota Pollution Control Agency (MPCA) issued the fine on 27 December for infringements that go back to October 2005 when the plant was being built.
According to the MPCA, Heron Lake BioEnergy breeched the conditions of its air quality and water quality permits on a number of occasions from September 2007 onwards.
It stated: ‘The air quality violations covered in the agreement include exceedances of permitted emissions limits, failure to conduct monitoring as required by the permit, failure to maintain emissions-control equipment as required, and failure to report or certify data to the MPCA.
‘Water quality violations covered in the agreement include failure to obtain prior MPCA approval to use chemical additives in wastewater processing, failure to provide specified holding times for samples, failure to monitor for specified pollutants at the frequency required, exceedances of permitted effluent limits, and failure the install or maintain required flow-monitoring equipment prior to discharging,’ it continued.
As part of the penalty Heron Lake BioEnergy will complete an environmental project in order to reduce the fine by up to $12,000. The project will consist of a study on how to improve the capture of fugitive dust emissions at the plant.
