UK Government to consult on SAF revenue certainty mechanism

The UK Government remains committed to delivering greener transport and ensuring the long-term sustainability of the aviation sector.
Decarbonising aviation is seen as a crucial step in supporting the industry’s growth, creating new opportunities, and generating skilled employment across the country.
These efforts will also play a vital role in meeting national net zero targets and Carbon Budget commitments.
To encourage investment in sustainable aviation fuel (SAF) production, the proposed revenue certainty mechanism will provide the confidence producers need to expand UK manufacturing capacity.
Establishing a strong domestic SAF industry will help deliver emissions reductions under the SAF Mandate, stimulate economic growth, and create high-quality green jobs nationwide.
The Government has previously confirmed that this mechanism should be industry-funded, with a levy on aviation fuel suppliers identified as the preferred approach.
This consultation outlines options and key considerations for the levy’s detailed design. Aviation fuel suppliers form a critical part of the supply chain, ensuring the safe and reliable provision of fuel from production to aircraft.
Developed in close collaboration with industry stakeholders, this consultation represents an important step towards a cleaner, more sustainable aviation sector and reaffirms the Government’s commitment to achieving net zero aviation.
