UK biofuel supply rises to 2.4 billion litres through October but SAF adoption lags

Provisional data released by the Department for Transport (DfT) showed that verified renewable fuels supplied to the UK reached 2.4 billion litres in the first 10 months of 2025. Biofuels now account for around 6.8 % of the UK’s total transport fuel supply, underlining continued growth in supply and demand, according to data from S&P Global.
Within the renewable segment, bioethanol dominates with approximately 1.1 billion litres supplied, followed by biodiesel (519 million litres) and hydrotreated vegetable oil (HVO) at 408 million litres.
However, supply of sustainable aviation fuel (SAF) under the new SAF Mandate remains limited.
As of 31 October, only 163 million litres of SAF had been supplied, and just 2 million HEFA-derived SAF certificates had been issued — a sign that compliance with the mandate is still facing supply-side constraints.
The numbers highlight both progress and challenges: while biofuels are growing their share in road transport, ramping up SAF production and supply remains a key hurdle if aviation decarbonisation targets are to be met.
