Malaysia sets mandatory biodiesel deadlines

Malaysia’s transport and industrial sectors will run mandatorily on biodiesel from January 2010, Plantation Industries and Commodities Minister Datuk Peter Chin Fah Kui has announced.

From February 2009, government vehicles will start using biodiesel with the Envo Diesel Esther (B5) brand, a blend of 5% palm oil and 95% diesel.

‘We expect that by 2010 an estimated 500,000 tonnes of palm-based biodiesel will be needed to generate industry needs,’ the minister says.

B5 will be priced at RM1.95 (€0.41) per litre, with the government subsidising five sen per litre.

To assist in the country's energy needs, at the end of October the government issued 91 licences for the production of palm-based biodiesel with a capacity of 10.2 million tonnes a year.

The minister says 12 biodiesel plants are currently operational with a capacity of 1.5 million tonnes a year.

‘In addition, there are four plants with an annual capacity of 190,000 tonnes which have just been developed, but are at the preparation stage for commercial production,’ he adds.

Palm-based biodiesel commercial production began in August 2006 with the majority being exported.

From August 2006 to October 2008, 0.3 tonnes of palm-based biodiesel were produced, in which as much as 0.29 tonnes had been marketed overseas with an export value of RM889.36 million.

The main importers of palm-based biodiesel are the US, Europe and Singapore.
